Prohibition, which banned alcohol, ran from 1920 to 1933 in the United States. Of course, people still got sauced because there was plenty of illegal booze flowing from town to town.

True story. I recently found out my family was involved in the bootlegging business. My great great grandfather used to brew some sort of concoction in the woods of northern Wisconsin. He’d then drive it down to Chicago and trade it for sugar, which apparently was in short supply then.
Traces of his portable stills are still in the forest.
