This is a 1977 Lotus Esprit. One of the very 1977 Lotus Esprit submarine cars that was in the James Bond film The Spy Who Loved Me, which is very underrated Bond film, in my opinion.
And, good news! It can be all yours!
That is, if you have $1 million laying around. It’s currently for sale on eBay for that price.
Oh, and did I mention that it doesn’t work? Nope!
You can’t drive it and you can’t use it as a submarine either. There’s not even an engine under that hood.

There were six of these things made. Only three of them still exist and this is one of them. Be that as it may, anyone who drops $1 million 0n this is a f*cking moron.
It’s a lawn ornament at best. A really awesome lawn ornament, but a lawn ornament nonetheless.
